Abstract: Theoretical arguments are presented that polar plumes and coronal rays are produced by the nonstationary electric drifts associated with electrojets connecting the evolving magnetic regions in the solar atmosphere and the inhomogeneous heliospheric current sheet. Possible closure relations for the global electric current in the inner heliosphere are considered with the special attention to the transient magnetic discontinuities and the partial ring current in the inhomogeneous streamer belt. Helical shapes of the polar plumes could provide the information about the strength and the direction of the field-aligned electrojets, but the observational information is scarce. The geometry considerations and corresponding estimates of the scaling parameters are described. High resolution measurements of the polar plumes are needed to resolve their internal structure and dynamics.
